ClubsNSW Welcomes Vibrancy Tranche 3 Reforms as a Win for Community Clubs

ClubsNSW has welcomed the introduction of the 24-Hour Economy Legislation Amendment (Vibrancy Reforms) Bill 2025 into the NSW Parliament, hailing it as a landmark step in supporting clubs to become vibrant, inclusive hubs for live entertainment and cultural activity. 

The reforms — developed in close consultation with industry stakeholders, including ClubsNSW as the peak industry body representing more than 1000 registered clubs across NSW — represent a significant shift in how venues can operate and contribute to the state’s 24-hour economy.  

“These reforms are a game-changer for clubs right across the state,” said ClubsNSW CEO Rebecca Riant. 

“As a member of the NSW Government’s 24-Hour Economy Advisory Council, ClubsNSW has been a strong advocate for reforms that empower our clubs to diversify their offerings and better serve their communities. 

“This latest tranche of reforms removes outdated restrictions and provides clubs with the flexibility to play a pivotal role in the vibrancy of their local communities.” 

In addition to the legislative changes, the forthcoming Cultural State Environmental Planning Policy (SEPP) will introduce exempt and complying development pathways for outdoor live music and entertainment at clubs, streamlining planning approvals and encouraging more outdoor cultural activations. 

“These reforms are not just about entertainment — they’re about community,” said Ms Riant. 

“Clubs already host 15,000 complimentary events each month for their members and guests, contributing more than $167 million annually to the state’s economy. These changes will allow the club industry to do even more for the people of New South Wales.” 

ClubsNSW will continue to work with the NSW Government to ensure the successful implementation of the reforms and to advocate for further measures that support a safe, inclusive and thriving 24-hour economy. 

Key Measures in the Bill: 

  • Redefining Live Music Venues: Clubs will now qualify as live music venues eligible for incentives if they hold a club licence and live music forms a significant part of their regular operations.
  • Extended Trading for Events: Clubs designated as live music venues will be permitted to extend trading hours by two hours when hosting live events, enhancing their ability to support local artists and attract patrons.
  • Special Event Flexibility: The Minister will have the authority to declare extended trading periods on the eve of special events expected to draw visitors to local areas, further boosting community engagement and economic activity.
  • Safe Patron Management: Clubs will be allowed to retain intoxicated individuals on premises under supervision if they are awaiting transport or receiving medical attention — ensuring patron safety remains paramount.
  • Off-Premises Function Authorisation: Clubs can now apply to host functions away from their premises, opening new avenues for community outreach and event delivery.
  • Licence Condition Reforms: Licensees can apply to have certain restrictive conditions — such as those limiting trading hours — revoked, even if imposed by the Independent Liquor and Gaming Authority (ILGA) or Liquor & Gaming NSW in the past three years.
