Intoxication incident at Barangaroo

Liquor & Gaming NSW (L&GNSW) is reminding licensed venues about the importance of serving alcohol responsibly following a serious intoxication incident within Crown Sydney’s Barangaroo precinct. As a result of a L&GNSW investigation, Crown Sydney’s Property company has been referred to the NSW Independent Casino Commission (NICC) for disciplinary action. 

CCTV footage shows that in May 2025, a patron became seriously intoxicated after consuming alcohol at two venues, Cirq Rooftop Bar & Lounge and Woodcut Restaurant. L&GNSW alleges the venues permitted intoxication by continuing to serve the patron despite clear and obvious indicators. 

Executive Director of Regulatory Operations, Dimitri Argeres, said the incident highlights the critical role venues play in preventing alcohol-related harm. 

“Every staff member in a licensed venue has a responsibility to serve alcohol safely and responsibly,” Mr Argeres said. 

“That means recognising the signs of intoxication early, offering the patron food and non-alcoholic options and, in some instances, refusing alcohol service. Failing to do so puts patrons at risk and can have serious consequences.” 

Mr Argeres said compliant Responsible Service of Alcohol practices are essential to maintaining safe, well-managed venues and protecting the community. 

“Responsible service is not optional, it is a legal requirement and a key measure in reducing alcohol-related harm,” he said. 

“Venues that uphold these standards help support a safer, more sustainable night-time economy. We will continue to take firm regulatory action where non-compliance is identified.” 

Licensees are reminded of their key obligations under NSW liquor laws, to:     

  • Refuse service to intoxicated patrons,     
  • Prevent the supply of alcohol to minors,     
  • Ensure all staff hold a valid RSA competency, and     
  • Maintain a safe and orderly premises.
