Delays on redevelopment of Shelly's on the Beach cafe
THERE continues to be delays to the redevelopment of Shelly's on the Beach café, according to a commercial services committee report to the Ballina Shire Council.
The owners of the site, Ralph Mamone and Mark Simms of Fishheads @Byron Pty Ltd, are concerned any structure built on the site would become the property of the council at the end of the lease.
They have also flagged troubles raising the finance to construct the proposed building, estimated at $750,000, plus $250,000 to outfit the restaurant.
The report states this is because potential lenders are concerned about whether the proposed building can be put forward as security, as it would have no residual value to the lessee and be classified a "wasting asset".
The owners said they also had concerns over a development condition requiring them to re-route or construct over the existing stormwater line that crosses the site at no cost to the council.
After the site was purchased in 2011 there were delays over a council land-swap with Crown Lands, which was needed to provide enough space to build the proposed Fishheads@Shellys café and restaurant.
The proposed building would be architecturally designed and suitable to all types of weather.
The aim is to seat up at 120 people with folding glass doors to make the most of the headland view.
